So with the pre release of Backtrack 4 out now, I realized that they switched to Ubuntu 8.10. Unfortunately its KDE and it doesn't seem as solid as Ubuntu out of the box.

So what I'm wondering is if I can install 8.10 or 9.04 so I can get my Gnome back and then find and install all of the backtrack pen testing and other various packages. I'm not sure if any of them are available via apt-get or synaptic package manager.

So just install the various tools in BT in Ubuntu ? Sure. You may have to compile some tools from source, an example being Hydra which I have been able to compile successfully with some slight tweaking ( I can point you to the info needed if you're interested). A list of the tools in Backtrack is here: http://backtrack.offensive-security.com/index.php/Tools

Regarding Hydra see:

For compiling.

Also see the comment by 'marc' at the bottom of this page, regarding XHydra:

I experienced both of those compiling errors when installing Hydra on a fresh and not so fresh installation of 9.04
