Install GCC & Audio Video Codec Offline

hai
i'm beginning linux with ubuntu.i want to install gcc and audio video codec in my system.i dont have internet connection in my system, i want to know how to download those packages and install them offline
i heard some thing like compiling source file and install.. can anybody get me the steps to install those packages offline
