Hi, you can use something like Keryx (http://keryxproject.org/), or the "generate Package download script (https://help.ubuntu.com/community/Synaptic/PackageDownloadScript)" in Synaptic.

If you use the latest version of Keryx, you can use the LocalRepo-Add.py script (included in the doc/ directory) to create a local repository.
You can also get the script here: http://keryxproject.org/forums/index.php?topic=17
