I belive this is a mockup of Gnome 3.0, i dont think this can be done on the current version of Gnome, but I might be wrong, if so, correct me.
You can also check for tons of looks for gnome at
www.gnome-look.org art.gnome.org
You could improve your desktop by activating compiz and using emerald...I hope this helps

We wish. Yes, I believe that is a mockup. It DOES look awsome, however.

Is it possible at least to have some icons instead of the words "Applications" "Places" "System" ?

well you can remove menu bar and replace by menu button or just simple edit the text.
i changed mine to Apps,Goto and System

The placement of the icons to Minimize, Maximize and Close the window are a joke, right?

With gconf-editor I thing , inside there is all configuration of Gnome.
Run gconf-editor, cd apps, panel, and quest to another ubunter, I don't now the next pass!:(
