I am planning on using apt-get to install wine.

Will it install the latest version?

It will install whichever version is in the Ubuntu repositories (for whichever Ubuntu release you have installed).

Check out http://packages.ubuntu.com/ -- Jaunty for example has Wine 1.0.1 (the latest stable version).
