Can i install KDE themes on my gnome desktop. I like this KDE theme and i was wondering if i could install it on my gnome theme.

Which theme? KDE4 isn't gonna work in Gnome, don't know about Kde3.

You need to run KDE to use this theme..

You have to have KDE4 installed to use the Vistar7 transformation pack.
