Sorry for repeat this question again. Problem is .....
My one server issue ip's using dhcp, when client plug network cable their machine they get ip address that issue my server. My problem is if client not enable "Obtain ip automatically" how can i give ip address to client without configuring client machine.

After surfing Internet zeroconf protocol( http://zeroconf.sourceforge.net/)
provide ip address and client can take Ip address without configuring network setting. Still I couldn't clarify whether it satisfy my requirement or not. If some one can provide more details about zeroconf protocol or other than that, It is very helpful.

I found Ubuntu relate tutorial https://help.ubuntu.com/community/HowToZeroconf#Installation but I can't get good idea. Can any one tell me how to configure it in Ubuntu 9.04 environment from begining that is very helpful.

On my home network I have DHCP enabled, and have told the router I normally have my machines plugged into to assign a fixed address to each of my machines. Works a treat!

I guess you must assign the ip adress that you want to assign to the client, to the mac adress of the client... :)

I don't have good knowledge about networking, Both of you ever heard about zeroconf protocol
