so is python language development going to stop?
im just curious...

No, but they are stopping development of a specific version.

2.6 is the one most people use, py3k or python 3 was its successor but they have ceased 3.0.2 (python 3) development in favor of developing python 3.1 which is again slightly different

No they just aren't going to release a 3.0.2.
