emacs and AUCTeX not installing correctly?

Yesterday, I installed emacs with Synaptic. Today, I installed AUCTeX using Synaptic. I understand when I run emacs, the LaTeX toolbar is supposed to be there, but for some reason, it does not appear.

I've tried reinstalling everything again, but nothing works. I even tried using the aptitude command to install AUCTeX.

Can anyone tell me what I'm doing wrong?
