LCARS was a proprietary system developed for military use. Making such a system open source would give away strategic secrets.

OK.....now I am using past tense for inventions in the 23rd century.....great :confused:

Depends if it was developed in-house by the Federation, in which case I'm sure it woulda been open-source, but if it was outsourced to the Ferengi for instance, definitely not.
