I would like to give/sell an old PC with a clean install of Ubuntu 9.04 on it. Is it possible to do this so that the recipient will be asked to create their account when the system first boots up? Mac OSX does something like this...

There is an option to perform an OEM install using the LiveCD, would that be what you need?

There used to be an OEM installation procedure which provided this feature. I have not checked lately but I would imagine that it is still available. Try Googling "Ubuntu OEM".
