I downloaded the Ubuntu 9.04 file on one computer, burnt it the CD, then when I try to install on another computer (bad Windows installation) it hangs at the
"ubuntu
Try Ubuntu without changes to your computer
Install Ubuntu..."
Screen, after I select English.
Help.

How fast did you burn the cd? e.g what 'x'

Can you 'check the cd for defects' ?

I don't know how fast... I'm not very experienced.

Did you MD5SUM the iso after downloading? Go here to learn how to MD5SUM https://help.ubuntu.com/community/HowToMD5SUM . check the MD5SUM results against the hashes here: https://help.ubuntu.com/community/UbuntuHashes
Your MD5SUM must match the hash exactly , if not your iso is corrupted!!
If your MD5SUM is perfect then :

I would try burning another CD : use a CD-R, burn it at the slowest possible speed (i.e. 4x).

If you still have a problem try the alternate text based installer. You can get it here : http://www.ubuntu.com/getubuntu/downloadmirrors#alternate

read that and then download Infra Recorder for Windows. Here is a screen shot attached from Infra Recorder where you can choose the write speed. There are plenty of screen shots on Infra Recorder's web site so check them out & familiarize yourself with using it.
