I installed an older Ubuntu and when I connect to the internet it gave me the option to upgrade to 8.04. Now there's a 9.04 out, but I don't have the option of upgrading through the internet through the Update Manager like before.

Go to System > Administration > Software Sources and in Update tab, select Normal Releases under Release upgrade.

When I did that it only upgraded to 8.10. Why won't it upgrade to 9.04?

You can only "upgrade" one version at a time.
