I you have had to reload the window manager to get Compiz to start, even if you have compiz and fusion-icon in your startup applications, I think this is the universal fix, as it has worked for me on 3 computers today.
A fellow forum user fixed his one way, and extrapolating the fix, I managed to fix it on my end as well. That is so Linuxy!
