no hcid.conf or hcid in ubuntu 9.04

I have been using ubuntu 9.04 and I have had a problem with bluetooth because I have no hcid.conf
the location where it's supposed to be is /etc/bluetooth/hcid.conf.

I'm kind of a linux noob.

please help.
