how could I get my windows to maximize and window when I double click the title bar.

right now it is rolling up

Right click title bar > 'Configure Window Behaviour...' > Actions > Titlebar actions

i'm using kde 4.2 and those options didn't show up.

i'm on 4.2 as well. what about if you click the application icon in the top left of any window?
