I need linux on this PC on linux, it's tooo slow otherwize. I am putting xubuntu on it. it has 243 MB of ram and a 2.4 Ghz celeron

if it's "tooo slow otherwize", then why bother with a wubi install?
just boot off the CD into a LiveCD session, and install it from there.
243 MB of RAM isn't exactly right; the onboard video (intel?) is using the missing 11 MB. xubuntu should be okay with that (even if wubi isn't).

If you can I'd recommend using the alternative install disc (text based installed) as I installed xubuntu on a similar laptop before and the install was really slow trying to use the live cd

the pc doesnt have a cd drive.

also, a bare-metal xp is terribly slow, and Linux is pretty much the best, freest way out here, as I don't know the ram or anything.

Try a USB drive.

the pc can't also boot from USB. It can only boot from CD, which is broke, or the HD.

Can you 'borrow' an optical drive from another pc, open the casing up on the one your working on and attach the drive long enough to boot and install Xubuntu? That is probably what I would do at this juncture.
When your done, you can always just return the drive where you got it.:popcorn:

That makes a lot of sense unless of course there is some linux distro out there that can fit on a floppy and still offer some visual effects.

That's an insane combination. Why would you have a processor that fast with so little RAM? Put more RAM in there as soon as you can, and you'll be much happier.
If you can get or create a floppy with GRUB on it, it's possible to install Ubuntu directly from the Internet. I've never done it, though, so I can't tell you exactly how.

More RAM (even a single 512MB stick) is the obvious first step, and a very cheap one at that. You can buy a CD/DVD reader/writer here in Australia for around $A24, and that would address your other key issue. If installing an optical drive, temporarily or permanently is not possible then, subject to having adequate RAM, you could install Ubuntu under Wubi then use Lubi to convert that to a genuine dual-boot installation, thus maximising the available performance.

half the RAM burnt out, it originally had 512. And I can't borrow, have no other optical drives.

also, normal ubuntu doesn't work because my Gfx card is integrated intel, that doesn't play nice with Compiz. Never liked compiz anyways.
And I also want to do this the free way, without spending $.

Don't be so rude. People here are helping you out in their own free time. They have already answered the question you asked.
To summarise: The RAM you have may be enough to run but the install process will be slow. It is recommended that you buy some more RAM, which is very cheap nowadays.
At the end of the day, the only person who knows how well it runs on your computer will be you after you've tried it.
