By upgrade, do you mean to the latest applications versions or upgrade all the security patches and any other changes made?

Thanks Sef
I mean the latest applications versions.
It can mean many things, but, whatever.
You run Ubuntu X.XX which a GNU/Linux distribution, using a specific Package Manager. This Package Manager handles the install-deinstall-thingie problem for the user; but a developer, working for the Ubuntu Project has to tell this Package Manager that such a version is now available.
With Ubuntu, you got only what is tested and sanctioned to be in the release by the support team.
So a simple response to your question is: no there is no such command, but there are the sources on gnome.org :)
meaning, you can download them, unpack them, configure and build them and then install them. but you then go "bye-bye" from the proper, and clean way of installing software on Ubuntu, overwriting package contents with your own compiled binaries, thus making debugging almost impossible, moreover, irrelevant to Ubuntu.
I wrote all this, just to say, you can do it, but by no simple way, and with a great risk of breaking what you have now. If you want the latest, to have a glimpse of Gnome 3.0, wait a while longer, this is alpha stuff, (gnome 2.28 fills in between) and still in the design phase.
My question is: do you just want a simple command that would "just do it" or are you ready to get your hands dirty ? :)

Once a distro is released, it is very rare for for applications to be updated. 99.99% of the time they are security patches. To upgrade applications you would have to do it yourself either from the site or from a PPA.
