I'm having a problem with installing the operating
system xubuntu to my desktop The version I downloaded was xbuntu 8.04
and the system I am trying to installed it on is a HP Pavilion 4445
desktop 366Mhz 4.3 gb hard drive 192 mb of memory.
The reason I selected this version is because any of the newer version i tried
the graphic card can't handle the screen was fuzzy like an (analog antenna on an analog TV getting
a weak signal fuzzy).. lol...

Ok here is what happened I downloaded the infraRecorder from the ubuntu
website and went to burn image and selected the program and burned it to
the CD\R (music) blank disk I was using the burn was successful. When I
put it into the computer the OS did load but when I went to The try
xubuntu feature everything worked fine it did go online using firefox
all the applications did load and etc... but when i tried to (install)
it the precent bar went to 15% and on the bottom it said checking file
system and the system froze So i restarted the computer it said the
windows 98 had been erased so I went and bought some new blank cds and it
did the same thing.

What am I doing wrong ? Any help would be awesome ...

You don't have enough ram to install using the Live CD. Try installing using the Xubuntu Alternate Install CD. It uses a text based installer and should work with 192mb.
