Have a look at the annotated document (http://wikileaks.org/wiki/European_Commission_OSS_Strategy_Draft%2C_Mar_2009 ) [wikileaks.org] Mr Moody is talking about. It is edited by one Jonathan Zuck, president of the Association for Competitive Technology, an organisation that has strong ties with Microsoft. Mr Zuck's edits are highlighted in red. He basically butchers the arguments for using open source.
