A Default Desktop?

I'm a migrant to Ubuntu 9.04 from Mandriva, and when I installed Ubuntu, I formatted the old / partition and left the old /home one intact. This has resulted in a few problems, as the old configuration files are still present, this means that the window borders, menus and toolbars do not properly appear. Is there a quick and simple way to set it to Ubuntu defaults all around?

Create a new user, log in as a new user and copy all .xxx folders to your account's home folder replacing those which remain there.
