I am going to do a clean install on my 8.04 because I keep crashing it trying to update my sound card, but I heard that my sound card does not support 8.04, so I am currently downloading 9, but it say's its file size is 699 MB? Is that correct? The 8.04 version was like 3 Gb's?? Why is 9 only 699 MB?

You must have downloaded the DVD version of 8.04.

I have downloaded both the "live" as well as the alternate version and both are under 700M

Okay, thanks, one last question...

I can burn 9.04 iso to CD-R and perform it as boot-up CD right? I noticed it has wubi on it, I rather burn it and make the CD bootable. Makes sense right?

the iso already is setup to be bootable
also once you install it, keep the cd handy because it can be used to recover a broken system (or even fix windows)

Yeah you can do a boot up. The live CD will boot up to the desktop but if you want to install using the alternative geeky way then get the alternative install CD. I find it more comforting installing an operating system this way.
