System/Administration/Software Sources, Updates tab.
Set the drop down menu at the bottom labeled "Show new distribution releases" to "Normal releases".
Re-run the Update Manager.

Same problem here. "Show new distribution releases" is already set to "Normal releases". My ubuntu 8.10 is also up to date. any Idea?

Open a terminal and try

gksu update-manager -c -d

You cannot upgrade directly from 8.04 to 9.04. You must go through 8.10 first.

gksu update-manager -c -d

gksu "update-manager -c -d" actually did the trick !

Still don't understand why all it does not work by simply
running the update-manager!

Thanks a lot.
