I want to use Wubi on my Laptop, but I just need to know if it's like a live CD (can't do much or save anything.) or is it a full featured install (can save changes, make users, use and customize Compiz... things like that)

Also, does Wubi actively download Ubuntu? (i.e. Do I have to be connected to the internet to install Wubi?)

Wubi is like a full install. The main difference that I'm aware of is that it uses a folder in the Windows partition instead of it's own partition(s)

Wubi also uses the windows boot loader. Wubi does download the ubuntu iso file, but if you do not have Internet you can copy the ubuntu iso into the same folder as the wubi.exe then run the wubi.exe.
