I used to be able to use multiple workspaces at one time, as is standard with Ubuntu, but when I upgraded to Jaunty from Hardy, I lost that ability.

Any ideas why?

Are you sure you're not just missing the panel applet? Right-click the panel, select "Add to panel", scroll down and select "Workspace Switcher", then click "Add" then close it.

If you haven't lost the applet but only have one workspace, then you can adjust those settings through the preferences dialog of the workspace switcher.

The applet is there, but it doesn't work. Nor does the hotkey.

You do have more than one workspace enabled though right? Sorry if it comes as a stupid question, but most of the themes that I use tend to paint the whole applet very dark. I can't tell if I have 1 or 20 workspaces. Plus the applet doesn't like to play nice with compiz and will occassionally change the number of workspaces at random.

Yes. I have more than one workspace enabled.
