Failure to install

Basically, I downloaded Wubi 9.04 and went to install it. After waiting about 5 minutes for something to happen, I find that no processes are running (wubi is doing nothing). I ran this as an administrator and still nothing. I also mounted the Desktop version downloaded from Ubuntu which resulted in the same problem. I am running 32bit Vista.
