Ubuntu 9.04 installation on new sda drive fails to boot, but 8.04 installs and works fine

With my original sda connected as sdb here is fdisk output.

Note: I used separate partitions for each suggested mount point with the new installation because I read somewhere why it was not a good idea to just have one big partition which was how the sdb drive worked (64 bit ubuntu or 32 bit ubuntu both 8.04).

Note the large FAT partitions are used for recording videos to both under Linux and XP.

So firstly is this installation problem with release 9.04 that was NOT there in 8.04.

Just one other problem...
When swapping back to my original sda drive it doesn't boot anymore and I get GRUB error 15.

What I really want is to connect which ever drive I want to boot from as sda and have the others mountable when needed and not have to reconfigure grub each time. (yes changing the hardware IS actually easier - lol)

Also if anyone can see something I really should not do that way, your input is most welcome :)
