Is there a way to uninstall ubuntu without losing all my settings?

Which settings do you mean? If you no longer have Ubuntu, you won't need the settings, or are you upgrading to Jaunty? If you have a separate /home partition you can upgrade without loosing your personal settings for a lot of things, by keeping all your files and configs in the old /home without formatting it at install.

I just want to re-install ubuntu.

Mainly you can backup your /home or just /home/(everyothernicks) there were all the personal settings reside. If you're server administrator or an adept Linux user other folders like /etc, /var/log, /anyotherfolder will be backuped too.
