I know that 7.04 is not supported anymore but is there anyway I can still download and install programs through terminal or add/remove?

But why do you want to keep on using 7.04. Even 7.10's life is over
Newer versions are quite stable. Also 7.04 lacks many features.

Upgrade is not that troublesome. OR just do a fresh install
Give the 8.04 LTS version a try. Support is available upto April 2011.

If you are set on sticking to 7.04, here are the repositories. Change your sources.list to point to:

http://old-releases.ubuntu.com/ubuntu/

The site's main page is at:
http://old-releases.ubuntu.com/
The iso's are in the releases section, the repos in ubuntu/dists
