try starting it from the terminal
ussualy deskbar?
and if you want to make it start automatically at startup look into sessions
ussualy the same command you used to get it
sudo apt-get install appname
is the same to start it from the terminal
open the terminal and type it there
(if it doesnt work search for it in /bin i think )
but typying in the terminal deskbar should work if its named deskbar that is

You don't start it, you add it to a panel

Dof is right, it's a panel applet. Right-click on your panel and choose Add To Panel, and then find the Deskbar Applet in the list that appears.
