Forget installing MSN PREMIUM for now, its a windows only program as far as I know.

Tell us how you use MSN PREMIUM on windows. This can help us to find out a way for Ubuntu

Well, am not in US, so I don't know how to import it. You want to move away from MSN PREMIUM. It's MS sponsored service as I checked on Wikipedia. So obviously MS won't support Linux.

If you can manually import those settings, then it would be of great help. Maybe you can ask someone in your country about how to do it. We also have such crappy ISPs in my country.
