I need to run SSH server and OpenVPN on a few different systems.
Keep everything else to a minimum.
Don't care for a GUI.

What is the smallest Ubuntu based distro that I can use to do this?

+1 for the mini installer. This will only install the cli version of Ubuntu. Just be sure you're connected to the internet before trying to install as it pulls in everything from the repos.
