how to install tar.bz2

I need to install "thunderbird-3.0b2.tar.bz2", please guide me how can i install that package.

Why not use synaptic?
Type in terminal:

sudo aptitude update
sudo aptitude install mozilla-thunderbird

If you want Thunderbird 3- beta, you can follow this link (http://ubuntuforums.org/archive/index.php/t-1076624.html) to install the tar.bz2 package.
