Fedora has made the switch:

Does Ubuntu do this by default?

between ext4 and 64bit, i could not care less about a "realtime" kernel. my computer flies. just because fedora has it, does not make it the best thing since sliced bread.

Indeed, realtime is cool but its not a deciding factor for me

Not "realtime" but relatime (http://lwn.net/Articles/244829/)
That's not a typo ;)

This is about relatime (http://kerneltrap.org/node/14148), not realtime (http://en.wikipedia.org/wiki/Real-time_computing).
Ubuntu has been using it since 8.04.
