I installed Xubuntu Intrepid Ibex without an Internet connection. Because of this, I don't have "Networking" installed under "Applications > System" but now I'm trying to set up an Internet connection, and so need to install "Networking."
The catch is that I can't install it through "Add/Remove" without already having a working Internet connection. Can I install "Networking" from CD-ROM, or is there a way of setting up an Internet connection over eth0 without using "Networking?"

Some packages are easier to install without Internet than others.
You should be able to use the Network Manager applet in your system tray to connect.
