I currently have an ATI 1950 pro video card in my computer, and just got an ATI 4650. When I put it in, am I going to have to format ubuntu in order for it to work? Do I just uninstall my current catalyst drivers and then install the card, and then install new drivers?
I'm not sure of the process. Help would be appreciated thanks.

First of all, what version of Ubuntu are you running. Also can you give me detailed information about the card. is the the HD version or no? Most of the time in Ubuntu, if you change cards that are the same brand, you wont have to update the drives unless it is a MAJOR change. For example if you move from a TI to a Nvidia card. I do recommend that once you install the card, reload the driver. I always do that. You proboley don't have to, I just do.

Going back to what I stated in the beginning, if this is the HD edition then there is a radeonhd driver for that card. That requires a uninstall of the old drivers to make way for the new shiny hd drivers.
