Powerup freeze

I have a clone that was assembled a couple of years ago. Sometimes it takes two powerup attempts as it locks up partway - specially on cold mornings. I've heard comments about memory - this has 2 1gb 'value-something-or-other' Corsair sticks. The m/b is Asus. I upgraded to a larger disk - but the problem was around before that.

Would I be correct in assuming faulty memory ?
