8.10 is a bad version of Kubuntu (though better than previous). I'd look for a way on the internet to install the KDE 4.2 backports (i.e. the newest version of your desktop environment). It works much better and has a function to access kde-look.org from your theme managers.

Well, usually you can get new plasma themes right clicking on your "desktop" then Appearance settings, then Desktop theme, where you have the option to download from Kde-look.org.

If you are talking about windows decorations, icons and so on, there's not too much choice, Kde4.2 just hit stable. Other themes you'll find on kde-look.org are ment for kde3.x.

how to get kde 4.2: http://www.kubuntu.org/news/kde-4.2

KMenu -> System Settings -> Login Manager for your splash theme

KMenu -> System Settings -> Appearance -> Icons for icon theme

desktop themes are in Desktop -> Appearance Settings
