Why haven't Ubuntu updates it yet? It's been in Fedora since November.

It will not be updated in Intrepid or before that release. It is in Jaunty now. I expect everyone (including me) to complain when Jaunty is released and it does not come with openoffice 3.1

Ubuntu does not usually update major versions after a release.

Technically, if you are running Ibex, then you are running version 2.4.1, or maybe 2.4.2. But even 2.4 was released less than a year ago (March 27, 2008 ), so it isn't like it is ancient software.
