I am afraid thats not true. Mahatma Gandhi passed away on 30th Jan 1949. As far as 31st Oct goes, Indira Gandhi (1st female prime minister of India) was assassinated on that day in 1984.

I remember those times, as I recall the lyrics of Howzat went something like
