Try downloading the ubuntu desktop iso separately from here (http://releases.ubuntu.com/8.10/) and after it has downloaded stick the iso and the wubi.exe file in the same folder and run the wubi install.

i have ubuntu 8.10 cd & i downloaded ubuntu 8.04.1
both make this error and i have "compaq 1700 ea"

You need to find the location you specified to download the file, then found the partially downloaded image and delete it.
Then proceed w/ a new download.
