Installing audio codecs without internet connection

Dear all

Can anyone say the procedure to install the audio codecs,actually I dont have internet connection in my home but I can get the codecs from the net by visiting nearby browsing centre provided that if it is available in any of linux sites.
Please help me with the details of where I can get the codecs and how to install .
