Don't know about the full set of Total Commander features, but if you're looking for a two-pane file manager, try Gnome-commander. It's available through synaptic.

There are currently no tools in par of Total Commander´s full set of features.
Besides, there are a bunch of quite similar projects.

In order of (personal) relevance:
Krusader (for KDE)
MuCommander (Java based)
Midnight Commander (Text only)
Tux Commander (for Gnome)
Gnome Commander (for Gnome)

Just installed emelfm2 (http://emelfm2.net/) yday, it looks really cool up to now. but I'm not sure how well it's maintained. at least its available in synaptic. tux commander (http://tuxcmd.sourceforge.net/news.php) would be also great I saw but cant hast to be installed manually (as far as I've seen).
