wget as apt downloader?

I have an atrociously lousy Internet connection that will simply stop moving data after a short period of time (a full minute is a rare blessing), although the connection seems to remain open. I have begun resorting to wget's -T, -t and -c flags to restart downloads (Yay for resumable FTP!) after the connection goes idle. Unfortunately, apt does not seem to have equivalents to the -T flag, so I must restart the download manually. Surely there must be a better solution?
