How do I set up the shelf?

I installed it in the Compiz Manager and activated the highest level of desktop effects, everything else is working. But I enabled Shelf, how do I add the applications I want to it? Is that even what it's called? I'm looking for that plugin where it looks like OSX and I can have a few applications across the top or bottom of the screen.
