I want to put Ubuntu onto a Laptop, I want ubuntu not fedora or opensuse. I using version 8.10 off a DVD, on a
Toshiba Satellite S1000-Z2, Intel Celeron 1.13 Ghz Laptop
SPECIFICATIONS:
CPU: Intel Celeron, 1.13GHz
MEMORY: 512 Mb
HARD DRIVE: 14 Gig
OPTICAL DRIVE: DVD Rom Drive
SCREEN: 14" screen

It installs and then reboots to finish the installation and just hangs for ever... What do I need to do for such a low spec laptop should i be using 7.10 or 6 instead.

You would be better sticking with a later release of Ubuntu like 8.04 or 8.10.
When you say it hangs, at what stage is it hanging after the splash screen (where it shows Ubuntu and a orange bar underneath moving across) or at the splash screen etc....

Also, to see more boot information, you can remove the "quiet" and "splash" kernel boot options. This may provide more information as to why the computer hangs.

I think your specs are ok. Maybe you can try booting first with Live CD. If it works fine then you should have no problem installing the original installation. If it doesnt boot on the live cd, then it could be a hardware problem.

After the splash screen, a cursor appears and hard drive seems everything 5 minutes is accessed

You could try installing again with the Ubuntu Alternate CD.

Sometimes it works when the LiveCD fails.
It is a text based install however.
