Are there any open source software IDE applications that feature a 'split' view?

I began using Dreamweaver on campus and have fallen in love with that view.. beats the hell out of alt tabbing to both Firefox and IE...

I'm not exactly sure it meets your needs exactly, but the best Open Source html/css IDE that I have found is Blue Fish.

Unfortunately, I'm no longer involved in web development, so I'm not sure how much help I'll be.

Komposer looks fairly similar to Dreamweaver.

you *can* use a mouse like normal with a tiling WM if you wish.

Eclipse has very powerful split-view capabilities.
Also: Geany, vim, emacs.
