Upgrading/downloading repositories w/o internet connection

Hope this is in the right place... and I hope it hasnt' been asked before.

Alright, so I've got one Windows based PC with an internet connection and another one with Kubuntu and no internet, I installed Kubuntu with a CD I downloaded and burned from my Windows based PC.

Now, is it possible to access and download Kubuntu repositories from the Windows based PC and transfer them to the Kubuntu system? If so, where can I do this at?

You can manually download packages here: http://packages.ubuntu.com/

I would advise getting a connection if you can though; manually downloading all the packages and their dependencies might take a while.
