I am running Enlightenment in Ubuntu, and I have a question about the user menus. I would like to make them borderless. I thought I'd found a solution in menustyles.cfg (~/.enlightenment/themes/spiffeverdana/menustyles/menustyles.cfg) file, but setting the menus to "BORDERLESS" instead of the default "BORDER_ONLY" doesn't do a thing.

I can't seem to find thorough documentation on creating/editing enlightenment themes, particularly the user menus. If someone could please educate me, or at least point me in the right direction, I'd be eternally grateful.

You need to modify the .edj files for your theme to get this. Are you using E16 (the one included in the Ubuntu repositories) or E17 (gotten through various guides/repos).
