The PowerPC archive has been moved from archive.ubuntu.com to ports.ubuntu.com. (http://www.ubuntu.com/getubuntu/releasenotes/804)
Also hoary reached its end of life awhile back so having those repositories in your sources.list will be the cause of some of your problem, also not a good idea to mix different repositories from different versions of Ubuntu as this can cause breakages.
What I would suggest doing is backing up you current sources.list and try using a new one.

sudo cp /etc/apt/sources.list /etc/apt/sources.list.oldthen open your sources.list

gksu gedit /apt/sources.listdelete the contents and replace with

I can ping it ports.ubuntu.com... and it is resolving the IP, so i'm quite sure it isn't a dns issue. I'm wondering if it has something to do with a key?

Think this is a different issue -- I cannot connect to ports.ubuntu.com (http://ports.ubuntu.com/) through a web browser, all I get is timeouts. I think the webserver is having issues.
